GLORIA CYPRIAN-TANNER, MBA, Principal

Gloria Cyprian-Tanner is a certified contract project administrator with over 20 years of experience working in the areas of contract and subcontract management; construction partnering facilitation; program/project management; dispute resolution; construction auditing; human resource management including professional training & development; and EEO/AA compliance.  Prior to starting CBC, Gloria served as Contract Manager for Parsons Brinckerhoff a leading provider of strategic consulting, planning, design/engineering, programs and project management, and construction management for all modes of infrastructure services projects worldwide including transportation, power, community development, water and environmental.

Ms. Cyprian-Tanner provided similar management services to the Dallas/Fort Worth International Airport (D/FW) and developed and managed the D/FW Airport initial Disadvantaged Business Enterprise (DBE) Program.  Her experience also includes DBE program management; certification of DBEs/ACDBEs eligibility status; planning and developing public involvement/outreach/community relations programs and public hearings; planning conferences; compliance with Federal Regulations, 49 CFR Parts 23 and 26, and Federal regulatory compliance.

Ms. Cyprian-Tanner earned a Masters Degree in Business Administration, Bachelors Degree in Business Marketing/Management.  She has served on the Board of Directors for the Lone Star Chapter of Contract Management Association and the Fort Worth Minority Supplier Development Council.  Ms. Cyprian-Tanner has been recognized nationally for her efforts in contract management, community outreach and public information programs, and diversity programs.  She was awarded the "National Women of Color Technology Corporate Responsibility Award".

FELIX BARTHOLOMEW, CCE, Principal

Felix Bartholomew is a certified cost engineer with extensive experience providing program/project management and support services on major design/engineering and construction projects. Felix's experience has been demonstrated on major public infrastructure projects including airports, rapid transit systems, highways, bridges and vehicular tunnels.

Felix’s experience includes the successful development and implementation of program management plans; administration of prime contracts, subcontracts and joint venture agreements; construction partnering facilitation; implementation of integrated cost and schedule control systems; development and implementation of project control and management information systems; administration of claims and change orders; budget preparation and cost analyses, cash flow and trend forecasting; preparation of contract/project management reports and financial reports; and liaison with Federal, state and local governmental agencies.

Felix earned a PhD. Engineering Management, Columbia University; M. Sc. Business Management and M. Sc. Construction Management, Columbia University; B. Sc. Architecture Engineering, New York Institute of Technology; and A.A.S. Construction Technology, New York City Technical College. He is a member of several professional associations including the American Society of Civil Engineers; Association for the Advancement of Cost Engineering International; Project Management Institute; Board Member of AMIE (Advancing Minorities Interest in Engineering) ACE (Architecture, Construction, Engineering) Mentor and a Distinguished Toastmaster – Toastmasters International. He was also awarded the "2009 – Black Engineer of the Year Special Recognition Award".
